Capture Card PS4 to OBS: Troubleshooting Flickering Issues

I recently purchased a new streaming PC and installed an Elgato HD60 X External Capture Card to capture my PS4 gameplay in 1080p60 HDR10 or 4K30 HDR10. While the card worked seamlessly with my MacBook Pro, it's been causing issues when connected to my new PC.

The problem is that the video feed from my PS4 to OBS flickers occasionally, making it difficult to stream smoothly. I've tried various troubleshooting steps, including disabling game mode and hardware scaled CPU scheduling, as well as adjusting settings in OBS directly, such as downgrading the resolution to 720p or changing the bitrate.

I'm convinced that there's no damage to the cable or capture card itself, as it works perfectly with my MacBook Pro. I've also attached an exemplary log file for anyone who can help me diagnose the issue.
